Shutdowns are not evenly distributed
A small set of regions account for a disproportionate share of deliberate network restrictions. These are often the same regions with active elections, protests, or conflict — connectivity control tracks political stress.
Regional recurrence
When a country restricts connectivity once, the technical playbook tends to recur. Past shutdowns in a region are a partial predictor of future ones, which is why the disruption view preserves incident history rather than only the live moment.
What this means
A regional lens turns a list of incidents into a geopolitical map. If connectivity is collapsing across several neighbors at once, that is a different signal than a single-country event.
